Nearshore in Lisbon, with a team that owns the result
Most nearshore and IT outsourcing offers in Portugal sell you people: a developer or two, billed by the month, working inside your team under your management. That is not what we do.
Tender Touch is a software development company in Lisbon, Portugal. Companies in the UK, the rest of Europe and the US can give us a defined piece of work, a platform, an app, a backend or an integration, and we deliver it end to end: scope, design, code, tests, release and the first months of running it. The people you meet in the first call are the people who write the code, and they stay on the project until it is done.
Why nearshore to Portugal
- Your working hours. Lisbon runs on WET (UTC+0, UTC+1 in summer): the same clock as London and one hour behind Berlin, Paris and Madrid, so a working day overlaps almost completely with yours.
- Partial overlap with the US. A morning on the US East Coast is our afternoon, so we share three to four working hours with New York. With the West Coast we agree a fixed call window, usually your early morning.
- EU law and the GDPR. We are a Portuguese company, Tender Touch, Lda. Contracts, invoices and data protection follow the EU rules you already work under, and personal data stays in the places you approve.
- English at work. We write, call and document in English, and in Portuguese when the product is for Portugal.
- Close enough to meet. Lisbon is a short flight from most European capitals. When a workshop in person is worth it, we meet in the Lisbon area by appointment, or come to you.
Nearshoring with fixed scope, not hours
Every project is split into phases. Each phase has a written scope, a list of what will work at the end of it and an estimate agreed before it starts. You see working software at the end of every phase, not a timesheet, and you decide on the next phase with the previous one already in use.
If the scope changes, and it often does once real users arrive, we write the change down and estimate it before we build it. Nothing is added to the bill quietly.

How a nearshore project runs
- Call and scope. One or two calls in your working hours. We write down the problem, what exists and what must work on day one.
- Phased estimate. You get the first phase in detail and the later phases in outline, so you know the cost of a first useful version before you commit to the rest.
- Build in the open. Your repository or ours, your choice. Every change goes through automated tests. You get a short written update every week and a demo at the end of each phase.
- Release and handover. We release to production, watch it in the first weeks and leave documentation and tests that let your team, or another supplier, carry on without us.
Offshore or nearshore?
From London, Berlin or Paris, Portugal is nearshore: same or adjacent time zone, same legal space, a short flight away. From the US it is offshore in distance but not in hours, since a good part of your morning overlaps with our afternoon. In both cases the work is organised the same way: a small team, a written scope and working software at the end of every phase.
What we are not
We are not a staffing agency and we do not place developers inside client teams. If you need extra hands managed by your own team leads, a staffing firm will serve you better. We are also a small team, so we take on a limited number of projects at a time and tell you when we can start before you sign anything.
Our own products, rent.moto.pt and auto.moto.pt, run on our own infrastructure. Client systems are deployed on your servers or the cloud you choose, and the code is yours.
